The election of a new county executive from a tobacco-farming family in southern Maryland in 1998 brought an executive mandate to create a farmland preservation program with a budget of $3 million annually from county revenues as well as grants from the State of Maryland under its Rural Legacy program. Anne Arundel hired Evergreen in the summer of 1999 to implement an installment-purchase program that would leverage county and state funds. Evergreen helped county officials develop parameters for the program, worked closely with bond counsel to adapt documents used elsewhere in the state, prepared promotional materials that described the option, regularly spoke to potential participants in an ongoing series of meetings and maintains financial records on the program. To date, Anne Arundel County has purchased easements on 2,200 acres using 20 installment purchase agreements totaling $12 million.
