In the fall of 1996, Burlington County hired Evergreen as financial advisor for its farmland and open space preservation program. After receiving voter approvals in 1996 and 1998, the county realizes more than $14 million annually in dedicated funding for land preservation. Evergreen estimated how these funds would grow over time, assisted the county in allocating such funds between farmland and open space preservation, worked closely with bond counsel to craft documents that met state and local legal requirements as well as federal tax regulations, and explained the program to numerous potential participants. Evergreen also developed spreadsheet cash-flow analyses that estimate the ongoing cost of easements affordable over the short term, authored the financial plan that provided a blueprint for the program's operation over that time and maintains financial records on the program. To date, the county has purchased easements on 6,000 acres using 60 installment-purchase agreements totaling $33 million.
