The Maryland Agricultural Land Preservation Foundation (MALPF) is part of the Maryland Department of Agriculture. MALPF purchases agricultural preservation easements that restrict development on prime farmland and woodland. Since it acquired its first easement in 1980, MALPF has protected over 250,000 acres on approximately 2,000 farms. MALPF engaged Evergreen in May 2006 to provide financial advisory services to facilitate and assist with the implementation of legislation. This legislation authorized MALPF to purchase easements on eligible properties under installment purchase agreements (IPAs) and to make grants to county partners in the State of Maryland with approved IPA programs to purchase co-held easements. Evergreen is also assisting MALPF in the development of 25- and 30-year IPA options, the identification of potential sources of dedicated funding for the IPA program; and the study of options available to fund a Critical Farms Program to acquire easements on farms that would otherwise be sold for non-agricultural uses.
