The Pennsylvania Department of Agriculture makes matching grants of over $45 million annually to counties for purchases of conservation easements on over 30,000 acres of farmland. Pennsylvania has preserved more acres of farmland than any other state. Because counties lacked the expertise to use installment-purchase agreements on their own, and in order to leverage state grants further to preserve more acres, PDA's Bureau of Farmland Preservation hired Evergreen in the spring of 2000 to develop an installment-purchase template that could be used by local governments across the Commonwealth. Evergreen worked closely with bond counsel to develop documents, identified an issuing authority that could be used by counties statewide, developed materials to explain the program and scheduled numerous meetings with local government officials and potential sellers. To date, six counties in the Commonwealth have completed nine installment purchase agreements through the program totaling $3.4 million.
