Evergreen Conservation Finance provides financial advisory services to state and local governments, with a particular emphasis on financings for farmland and open space preservation programs. The firm has assisted numerous state and local governments in developing, implementing and maintaining financing structures for farmland and open space preservation programs. These financing structures have included installment purchase agreements, state loans, and grants.

Daniel Patrick O'Connell developed the first installment purchase program for acquisition of agricultural conservation easements in 1989 on behalf of his client, Howard County, Maryland. Evergreen currently focuses its efforts on structuring this type of program for state and local governments with land preservation programs. For a detailed description of the history, structure, and benefits of Installment Purchase Agreements, see IPA-Description. (Link to pdf document about IPAs)
